The Law of Ukraine "On Citizens' Appeals" provides that citizens have the right to address enterprises, institutions, and organizations, regardless of their forms of ownership, with comments, complaints, and suggestions related to their statutory activities, a statement or petition regarding the exercise of their socio-economic, political, and personal rights and legitimate interests, and a complaint about their violation.

Consumers can submit their complaints and suggestions to institutions in the following ways:

  • send a written application to the mailing address of the business entity;

  • call the hotline of a retail establishment or service provider;

  • leave reviews on the official website, social media page or Google Maps profile of the business or service provider, or on specialized independent review websites (forums).

If the administration of the institution does not respond to the complaint or an agreement cannot be reached, the consumer has the right to contact the territorial bodies of the State Service for the Protection of Food and Consumer Protection at the location of the business entity, or send an official appeal to the State Service for the Protection of Food and Consumer Protection in one of the following ways:

fill out the form on the official web portal of the State Service for Food and Consumer Protection;

write a letter to e-mail econsumer-info@dpss.gov.ua;

send a complaint to the postal address: 01001, Kyiv, Borys Grinchenko St., 1.
