You can contact the territorial service center of the Ministry of Internal Affairs as a representative of your husband. For this, you need to submit a request and get a certificate of no criminal record. Upon reaching the age of 16, you have the right to change your surname and first name at your own discretion. If you want to change your surname, you need to submit an application for its change to the state registration department of civil status acts at your place of residence. According to Part 5 of Article 29 of the Law of Ukraine "On Road Traffic", vehicles with a right-hand drive are not allowed to participate in traffic. So, you need to reinstall the steering wheel. For this, the owner or an authorized person submits the vehicle for inspection at service centers of the Ministry of Internal Affairs. There you will receive an Act of technical inspection of the vehicle. This stage is necessary in order to document the type of vehicle and its technical characteristics before the conversion. Then, in order to convert vehicles, the legislation requires obtaining prior approval from a specially authorized organization.

The procedure for obtaining a deferment is not regulated in detail at the legislative level. Therefore, I recommend that you submit a written application for postponement to the TCC and JV and attach copies of documents confirming the circumstances that are the basis for the postponement. It is worth making sure that the application was registered in the journal of incoming correspondence of the TCC or its receipt was certified by the signature of an official of the TCC.

I inform you that conscripts and conscripts upon arrival at a new place of residence are obliged to register for military registration within seven days and to withdraw from the said registration no earlier than three days before leaving the place of residence.   • application for military registration;

  • passport;

  • identification code;

  • military registration document;

  • birth certificate of children (if any);

  • letter of withdrawal from ZhEK.

Usually, when an old passport is withdrawn, a certificate of its withdrawal is provided, or you can ask for one to be issued to you. If you need to prove your identity, you can show the certificate and another identity document - foreign passport, diplomatic passport of Ukraine, service passport of Ukraine, seafarer's identity card, crew member's card.

The legislation does not define a document that confirms the postponement. Therefore, it is advisable in the application for a postponement to require the TCC and SP to provide a certificate of postponement, an extract from the book of minutes of the meeting of the commission of the TCC and SP and/or to make a note about the postponement in the military accounting document.
