A 17-year-old boy wants to go to university, as it turns out, he is an orphan (he doesn’t know any adults, and indeed he doesn’t have any adults as such). He only has a guardian who, for some reason, doesn’t want to register him. Ambassadors applying for documents to the university will definitely need a registration certificate from the military registration and enlistment office, which is not issued without registration. What to do in such cases?
Good day. I have a stalemate. When submitting the application for admission, I had a residence permit and IDP registration.
When submitting documents, I scan the registration form from the passport (booklet).
And already in the autumn it turned out that I was discharged, without warning, in the summer. And I didn't even know about it, in my passport, there is no mark about knowledge from registration. And here is the question: can the registration of an IDP be equated with a residence permit?

I don't know how it got there, I didn't teach it. Change passport? At whose expense?
