To provide a certificate of family composition, you must provide your passport of a citizen of Ukraine or another identity document and documents of all registered persons, which include information about the registration/deregistration of the place of residence (passport of a citizen of Ukraine, temporary certificate of a citizen of Ukraine, certificate for

permanent residence, temporary residence permit, etc.). If the mayor insists that you provide passports, you can contact the nearest Administrative Services Center to obtain this certificate.

You can issue a power of attorney either at a foreign diplomatic institution of Ukraine or at a local foreign notary public.

A power of attorney issued by a diplomatic institution will be valid on the territory of Ukraine without any additional certification.

Consider the following:

  • powers of attorney, which delegate the rights to dispose of property, must be entered in the Unified Register of Powers of Attorney (UPR);

  • you should not rely on "general" proxies. For example, an institution with such can be refused, because the text does not contain a specific wording about a certain action;

  • before applying to a foreign diplomatic institution, you should draw up and have with you a draft power of attorney (in electronic form);

  • you need to clearly understand what powers you are ready to entrust to your husband;

  • there is no legally approved standard or standard power of attorney text.

Powers of attorney issued by foreign notaries are also considered valid. They usually require an apostille or legalization. But in some cases, additional certification is not required.

If the term is violated, the passport will be considered invalid, which entails the impossibility of using it in certain situations.

In exceptional cases, such actions may result in detention by police officers to clarify the circumstances. If the term of violation exceeds 1 month, the offender will be fined in the amount of one to three tax-free minimum incomes (from UAH 17 to 51) according to Art. 197 of the Code on Administrative Offenses.
