At the state level, there is still no regulation of the provision of monetary assistance or compensation in connection with the wounding or death of a civilian as a result of military operations, but local self-government bodies are responding and implementing the allocation of funds from the budget of territorial communities to provide such assistance.
In order to receive financial assistance in case of injury or death of a civilian as a result of military actions, first of all, it is necessary to make sure that such assistance is currently being paid in the given territorial community. This can be done by checking the official website of the city/village council or by contacting your local social security office.
If the benefit is paid, it is necessary to contact the social protection body with an application and the following documents:
passport;
individual tax number (TIN);
bank account details in IBAN format;
IDP certificate (in case of registration of the affected applicant as an IDP);
a medical certificate indicating the cause-and-effect relationship of the injury and the severity of the injury (in the case of injury or injury to a civilian);
a medical certificate of death indicating the cause of death (in the case of the death of a civilian);
death certificate (in the case of the death of a civilian);
a document confirming the family relationship (in case of injury of a child or death of a civilian);
The above list is informative and may actually differ in each community. We recommend that you check with your local self-government body.
The amount and procedure for providing financial assistance in connection with the injury or death of a civilian is approved by the decision of the relevant local self-government body. It can be found on the official website of the city/village council.

This can be done only if the person has already been issued a summons before, but he did not appear for it at the Military Commissariat. For example, a man does not show up for a summons earlier, then the Military Commissariat submits a special report to the National Police. On the basis of this, the police can detain and deliver a person to the Military Commissariat for drafting a resolution.
"Packing" a person after serving a summons even in a police car or bus is illegal. No one has the right to accompany a citizen to the Military Commissariat by force or in any other way. A person has to get there himself. If a person is detained and taken to the Military Commissariat, it is necessary to call the police and report such actions - that they were twisted, tied and brought to the TCC.
