Does the university have the right not to issue a diploma to the parents at their request, if there is no record of the Military Commissariat employee in the bypass letter (the son was removed from the Military Commissariat registration at the place of study, he was not registered at the place of residence)? Does the representative of the Military Commissariat have the right to hand the parents a summons during the signing of the bypass letter at the institute?
