In June 2023, guided by the resolution of the CMU 330 dated 22.03.2022, he applied to the State Health Service of Ukraine with a request to register him to receive rehabilitation funds according to the individual rehabilitation program. The employee of the UPSZN was refused registration because the disability was "overdue", they refused to give a written refusal, they said: "apply to the head of the UPSZN". Are the actions of the UPSZN employee lawful?
