Is such a solution possible without parents and teachers? Is it the city department of education, or the district education department, or the school director? Who had the legal right to this decision, not including parents and teachers?

Where should we turn when we arrive in Germany?
I dealt with the issue of calculating the debt for communal services because I do not live at home. I sent IDP certificates for all family members, certificates that the children go to school according to the actual place of stay, and an act that indicates from what moment and until now we are really at the address indicated in the IDP certificate. Should communal institutions demand that I come in person and take a certificate from the place of residence that I really don't live there?
