The EU is planning to provide Ukraine with a €140 billion loan against frozen Russian assets. I am wondering what the legal consequences might be for Ukraine if it fails to repay this loan under the terms that repayment will only be required if Russia compensates Ukraine for losses or if the EU lifts sanctions against Russia.
