Can officials who conducted procurement without an electronic public procurement system and concluded contracts at knowingly inflated prices be held criminally liable?
I received a summons through the electronic system, but the CCC did not send me any notification by mail or phone. Can I assume that the summons is not a proper notice of summons to the CCC?
