Are officials liable for damage caused by the implementation of decisions made during martial law?

After another Russian attack on Ukraine, Volodymyr Zelenskyy held a conversation with NATO Secretary General Mark Rutte. The conversation focused on the consequences of the attack and support for Ukraine during the war. In this regard, the question arises: are officials liable for damage caused as a result of implementing decisions made during martial law, if these decisions were aimed at minimizing the consequences of the attacks?
