Passports of citizens of Ukraine, the validity period of which expired during the period of martial law, retain their validity. That is, your domestic passport is currently valid until the end of martial law, and you can make an international passport.
If you are abroad, you can make a foreign passport at the service centers of SE Dokument, which are located in Poland, Germany, Turkey, Spain, and the Czech Republic. You can choose the most convenient one for you here: https://pasport.org.ua/ centers.
Usually, a foreign passport is produced within 20 working days from the date of submission of the application.
