Can a serviceman appeal the actions of a commander?

If a serviceman believes that a commander is illegally demanding a bribe or violating his rights, can he challenge these actions in court?

Thus, a serviceman whose rights have been violated by a commander (in particular, in the case of extortion of bribes or other illegal actions) may appeal these actions in court by filing a corresponding statement of claim. In addition to the judicial route, there is the possibility of filing a complaint with the higher military leadership, however, going to court is a legal and effective way to protect one's rights.
