Evasion of mobilization: a question of responsibility

I received a summons for military service during mobilization, but was unable to report to the CCC on time. Can I be held liable for draft evasion?

According to the rules of military registration, categories of citizens liable for military service are required to appear upon summons at district CCCs and SPs for the purpose of registration, passing the VLK or being drafted into military service. Such summons is carried out by delivering a summons in person or sending it by postal means. In case of violation of the rules of military registration, liability may arise under Articles 210 or 210-1 of the Code of Administrative Offenses.

In case of failure to appear on the summons, the offender may be fined from UAH 17,000 to UAH 25,500. The offense is considered committed in case of failure to appear at the district CCC and SP on the date specified in the summons.
