Does Ukrainian legislation provide for liability for the illegal privatization of civil defense structures?
The main document regulating the issue of civil defense structures is the Civil Defense Code.
Part 12 of Article 32 of the Civil Defense Code of Ukraine provides that civil defense structures of state and municipal property are not subject to privatization (alienation).
According to Article 233 of the Criminal Code of Ukraine:
"Privatization of state or municipal property by understating its value by determining it in a manner not provided for by law, or using forged privatization documents, as well as the privatization of property that is not subject to privatization according to law, or privatization by an unauthorized person -
shall be punishable by a fine of five thousand to ten thousand tax-free minimum incomes of citizens. The action provided for in part one of this article, if it has led to the illegal privatization of state or municipal property on a large scale or is committed by a group of persons in a prior conspiracy, -
shall be punishable by a fine of twenty-five thousand to thirty-five thousand tax-free minimum incomes of citizens with or without confiscation of property."
