Paragraph 9, Part 1, Article 23 of the Law of Ukraine "On Mobilization Training and Mobilization" stipulates that the following persons liable for military service during mobilization are not subject to conscription: adoptive parents, guardians, custodians, adoptive parents, foster parents who are dependent on orphans or children deprived of parental care under the age of 18.

Only parents of minor children under the age of 18 can travel abroad. Adopting a child who has a mother but no father does not give the right to travel abroad.

Documents that give the right to cross the codon:

  • a court decision regarding the adoption of a child;

  • child's birth certificate;

  • certificate of appointment of guardian;

  • certificate of appointment of a guardian;
