Persons who have expressed a desire to become adoptive parents must undergo training organized by regional centers of social services with the involvement of specialists in psychology, pedagogy, medicine, etc., according to the program approved by the Ministry of Social Policy. Nominations of potential adoptive parents and nominations of children who are placed in foster care are agreed with guardianship and guardianship authorities.

To create a foster family, the following documents must be submitted to the body that creates the foster family:

  • application of candidates for adoptive parents on the formation of a foster family with information on the presence or absence of credit obligations;

  • a copy of documents certifying the identity of candidates for foster parents;

  • a certificate of registration of a person's place of residence (for candidates for adoptive parents and family members who live with them in a common living space);

  • a copy of the marriage certificate (for spouses);

  • a conclusion on the applicant's state of health - for applicants and family members who live with them in a common living space;

  • a certificate of income of the potential adoptive family for the last six months or a certificate of the submitted declaration of property status and income (about the payment of tax on the income of individuals and about the absence of tax obligations from such tax);

  • a certificate on the presence or absence of executive proceedings regarding debt obligations;

  • a certificate on the presence or absence of a criminal record, issued by the territorial body for the provision of service services of the Ministry of Internal Affairs at the applicant's place of residence (for each applicant and family members who live with them in a common living space);

  • a copy of the document confirming the right of ownership of the housing of the candidates for foster parents;

  • a certificate of completion of a training course on raising orphans and children deprived of parental care;

  • written consent of all adult family members who live together with the candidates for adoptive parents to the formation of an adoptive family, certified by a notary or handwritten in the presence of an official who accepts documents, which is marked on the application with the surname, name, patronymic, signature of the official and date.
