According to Art. 164 of the Family Code of Ukraine, the father may be deprived of parental rights by the court if he is a chronic alcoholic or drug addict (but if this is confirmed by relevant medical reports).
According to the current legislation of Ukraine, non-payment of alimony is not sufficient grounds for deprivation of parental rights. The court can only take this fact into consideration with other evidence.
Therefore, only civil, administrative or criminal liability can be provided for the evasion of alimony payments or due to alimony arrears.
