In the 1993 Declaration on the Elimination of Violence Against Women, the term "sexual harassment" is defined as "physical, sexual and psychological violence that occurs in society in general, including rape, sexual violence, sexual harassment and intimidation at work, in educational institutions and elsewhere , trafficking in women and forced prostitution".

According to paragraph 6 of Art. 1 of the Law of Ukraine "On Equal Rights and Opportunities of Women and Men", sexual harassment - actions of a sexual nature, expressed verbally (threats, intimidation, obscene remarks) or physically (touching, patting), which humiliate or insult persons who are in labor relations , official, material or other subordination.

As for liability for sexual harassment, there is no such liability in Ukrainian legislation. However, there is another article:

Article 154 of the Criminal Code of Ukraine - "Forcing sexual intercourse." According to part 1, forcing a person without his voluntary consent to perform an act of a sexual nature with another person is punishable by a fine of up to fifty tax-free minimum incomes of citizens or arrest for a term of up to six months. In accordance with part 2, forcing a person without his voluntary consent to perform an act of a sexual nature with a person on whom the victim is materially or professionally dependent is punishable by a fine of up to one thousand tax-free minimum incomes of citizens or restriction of freedom for a period of up to two years. In accordance with part 3, the actions provided for in the first or second part of this article, combined with the threat of destruction, damage or confiscation of the property of the victim or his close relatives, or with the threat of disclosing information that disgraces him or his close relatives, are punishable by restriction of freedom for a term of up to three years or imprisonment for the same term.

According to paragraph 7 of Art. 1 of the specified Law, gender-based violence is actions directed against people because of their gender, or customs or traditions widespread in society (stereotyped ideas about the social functions (position, duties, etc.) of women and men), or actions that concern mainly or disproportionately affect persons of a particular gender, causing physical, sexual, psychological or economic harm or suffering, including threats of such actions, in public or private life.
