In order to issue an inheritance or a donation contract for an apartment or a house in the occupied territory, you need to act in accordance with the current legislation of Ukraine - contact a notary who works in the territory under the control of the Ukrainian authorities. Documents for real estate as an inheritance or gift contract issued by the occupants are legally invalid.
