#defense of Ukraine

As I understand it, international law does not always work effectively if a country does not have influential allies or sufficient weapons to defend itself. Does this mean that Ukraine should develop its own weapons to protect its interests?

Do I have the right to bury a close relative at a military memorial cemetery if he died defending Ukraine but was not awarded the Order of Courage?

Can I get 'involved person' status if I helped volunteers during the war but did not directly participate in combat?
