Can officials be held liable for failure to appear in court?

The Verkhovna Rada recently passed a law that allows for fines of up to UAH 12,000 for failure to appear in court. I am curious whether this law will apply to all categories of citizens or only to certain ones, for example, witnesses or experts in court proceedings?
