Is the US President's executive order banning TikTok mandatory?

I recently learned that US President Donald Trump signed an executive order postponing a potential ban on TikTok until December 16. He previously stated that there were American buyers who wanted to buy the app. I wonder if this executive order will be mandatory for all US citizens and will it affect TikTok use in Ukraine?
