What is the penalty for disability fraud and receiving IDP payments? Can medical workers who assisted in processing a fictitious disability be held liable?

If I am a recipient of housing assistance for an internally displaced person and want to change payment details due to a change of bank, how can I do this in accordance with the requirements of the Pension Fund of Ukraine?

I received IDP payments until April 2024, although I have had my own house since June 2023. Now they are demanding the return of 23,000 hryvnias, threatening to take me to court. What should I do in this situation?
