How will the state ensure payments under the 'eVidnovlennia' program for families whose homes were damaged or destroyed as a result of hostilities, if they do not have the necessary documents to confirm ownership?

I lost my housing documents that were issued before January 1, 2013. Do I need to go to court to have them restored?
