Are elections possible during martial law?

I read that Kyiv currently has enough shelters to hold elections even during martial law, and the authorities are preparing their proposals on this matter. I am interested in whether it is generally permitted to hold elections in Ukraine during martial law, or if it is provided for by law? If such elections are still allowed, will they be valid, and what could be the legal consequences for their participants or those who organize polling stations?

I read that the President appealed to the parliament with a request to prepare amendments to legislation regarding the possibility of holding elections during martial law. I am curious, does the law currently allow holding elections during martial law at all, and if not – what exactly needs to be changed in the laws to make this possible? Can elections be held during martial law?

I see that due to the war in Ukraine, only 75% of polling stations are operational, and the Central Election Commission states that at least six months of preparation are needed to organize fair elections. However, the authorities are still considering the possibility of holding elections during martial law. It is not entirely clear to me whether it is generally permitted by law to hold elections while the war is ongoing, and if so, will such elections be considered legitimate in Ukraine and abroad?
