Is it considered lawful for an SBU employee to demand an unlawful benefit from a person for whom he provided operational support in a case?

for demanding bribes from subordinates if they themselves are under pressure from their superiors and are forced to comply with their demands

I want to know whether the head of a state-owned enterprise is liable if he demands a bribe for performing work for the needs of the Armed Forces of Ukraine, and what are the possible consequences for him if he is proven guilty?
