Commander's liability for the actions of subordinate military personnel

I read the news that a training company commander in the Lviv region was fined 17,000 hryvnias because five military personnel under his command left the unit without permission. For this reason, he was found guilty of an administrative offense. I am interested: if someone under my command also arbitrarily leaves a military unit, is the responsibility always borne only by the military personnel themselves, or can the commander also be fined or receive another punishment? What exactly is a commander obliged to do to avoid responsibility for such cases later?
