#use of funds

If I received 1000 UAH as part of the 'Winter Support' program, can I use this money for any needs, or are there restrictions on its use?

If the US Congress has allocated $400 million in aid to Ukraine, does this mean that these funds will be used for specific purposes determined by the US, or will Ukraine have the opportunity to independently decide how to use them?
