#suspended sentence

If a person received a summons but did not appear at the CCC, and then refused to accept the second summons at all, what punishment can they expect? Can there be a suspended sentence if the person has good reasons for not appearing?

I am interested in whether it is possible to appeal the decision of the appellate court to impose a real sentence instead of a suspended sentence if the decision of the court of first instance was made on the basis of the defendant's admission of guilt?
