Безпека навчальних закладів від стрілянини

Після новини про стрілянину в університетському кампусі у США я задумався: а у наших університетах та школах є якісь законодавчі вимоги до забезпечення безпеки від таких випадків? Хто взагалі відповідає за те, щоб у закладі можна було почувати себе захищено — керівництво, держава, чи може охоронна компанія? Хотілося б більше розуміти, як це врегульовано у нас і чи є якісь обов’язкові правила щодо запобігання подібним трагедіям.
