Winter support: who will not receive UAH 6500?

Recently, I learned about the "Winter Support" program, which provides for a payment of UAH 6500 to socially vulnerable citizens. However, I realized that not everyone will be able to receive this assistance. For example, those who are in the temporarily occupied territory or abroad. Does this mean that if I am currently abroad and have no opportunity to return, I will not be able to apply for this payment? What are the other conditions for receiving this assistance and how can one appeal the decision if I consider it unfair?
