Am I, as a citizen of Ukraine, obliged to undergo a medical examination at a state hospital if I have received a referral from my family doctor, and what could be the consequences of refusing?

My family doctor was supposed to issue a form for submitting to the MSEC, but he didn't have time because with a blood pressure of 210/100, I was urgently sent to the hospital.

1. Should the therapy department organize an examination for me by the doctors I need, based on my complaints and documented examinations, in addition to blood pressure?
