What does the expansion of SSU powers mean?

I read that the Security Service of Ukraine will now be able to independently develop and propose draft regulatory legal acts to the President and the Government on matters within its competence. I am interested in whether this can somehow affect my rights or freedoms, for example, does it mean that the SSU will be able to influence the adoption of new laws concerning ordinary citizens? Are there any risks for ordinary people due to such changes in the powers of this service?
