Are local governments liable for damage caused to drivers as a result of improper road work?

Is a mobile operator obliged to provide 4G coverage on a specific road if the Ministry of Digital Transformation of Ukraine requires it?

How many meters from the fence do I have to keep clean? My house is at the end of the street, there is a road in front of the yard, I mow there all the time, and to the left is 8 meters of overgrown wasteland to the road. I used to mow, but now the fuel for the mower is expensive, the mowing is only 1.5 meters. Is it enough that no one complains under the law?
