State budget expenditures on boiler houses and roads

I read the news that the government has allocated large sums from the budget for the purchase of block-modular boiler houses for the Sumy region and for road repairs in the Kherson and Mykolaiv regions. I wonder if there is any way to control what exactly these funds will be spent on and whether there is any responsibility in case of misuse of budget money? How can an ordinary citizen find out whether this money is really going to the specified needs?
