If an internally displaced person is already receiving housing assistance, will they be able to additionally use the e-Housing program to purchase housing?

Will the purchase of housing in my mother's name affect my father's (military pensioner) turn to receive an apartment, given the presence of a brother in Kyiv and a brother who has lived abroad for over 10 years?
