Are released military personnel entitled to compensation for damage caused to their health?

The President of Ukraine announced the release of 84 people from Russian captivity, including military personnel and civilians. The released military personnel who suffered health damage while in captivity may be granted compensation. But are they entitled to such compensation and how can they receive it?
