Is there criminal liability for failure to fulfill parental duties?

The bodies of two 14-year-old teenagers were found in Lviv. Can someone be held responsible for their deaths if they were left without adult supervision? I want to know if there is criminal liability for failure to fulfill parental duties towards minor children?
