Possibility of holding elections during special circumstances

Currently, news often features discussions about calls to hold elections in Ukraine, with statements even coming from foreign leaders. I don't quite understand: is it generally possible to conduct nationwide elections in our country during martial law or other extraordinary circumstances? If not, who exactly should decide when elections can be organized, and are there any official criteria or rules for this matter?

I wonder if an employer in Ukraine really has the right to dismiss an employee just because they consistently come to work too early, even if they don't violate other rules? Is this a valid ground for dismissal under Ukrainian law?
