Do you think that foreign experts can objectively assess the integrity of Ukrainian judges?

I am interested in whether foreign experts who will assist the HQCJ with verifying the integrity of candidates for the positions of judges of the new Specialized District Administrative Court and the Specialized Administrative Court of Appeal will be able to objectively assess their integrity, given that some of them have already participated in similar processes in Ukraine and have certain experience and reputation.
