If a CCC employee causes a traffic accident while performing his duties and is intoxicated, will he be held liable under the law? Is there liability for such actions?

If the police stopped my car and suspected me of driving under the influence, but I disagree with the results of the breathalyzer test and believe that the police violated the procedure for conducting it, can I appeal their actions and how can I do this?
