Underfunding of the Judicial System and Rights of Ukrainians

I understand that next year the judicial system will again be significantly underfunded, and this may affect the work of courts, salary payments, enforcement of court decisions, and even block the activity of the Constitutional Court. I am concerned whether ordinary people's access to justice will suffer because of this, and whether delays or funding restrictions can violate my right to receive a court decision within a reasonable time or its actual execution? What should be done if, due to a lack of funds, the court's work or the execution of a decision is blocked?
