#tariff name

I read that Ukrposhta wants to name one of its tariffs "escort" and is even conducting a vote on this. I have a question: can state-owned enterprises officially use such controversial names for tariffs if the word "escort" has a double or even negative association in society? Are there any laws or rules that limit the use of such names for government services?
