If the US Department of Justice demands the separation of Google's advertising business due to monopoly, could this affect the company's operations in other countries, including Ukraine?

So, I'm using apps on my phone and I've noticed that some of them have a special position in the app store. Would it be an antitrust violation if one app was promoted more than the others?
