What lobbying actions are legal?

I read that a new law on lobbying has recently come into effect in Ukraine, and it spells out various methods that are considered legal, but the list of these methods is not exhaustive. That is, you can use other methods that are not prohibited by law. But how do I understand which action will still be legal, and which may already create a corruption risk or violate the rules? Are there any simple criteria to follow in order not to break the law when lobbying?

The NADS order stipulates that civil servants are obliged to refrain from hate speech in their behavior and adhere to political neutrality. I am interested in whether it should be considered a violation of ethical norms if a colleague talks about his political views, for example, on a social network or in a private conversation. How can this affect professional activities and relations in the team?
