Legality of creating a military cemetery

I saw news that the courts confirmed the legality of creating the National Military Memorial Cemetery, although there were lawsuits and claims from public organizations. I am interested, can residents of nearby villages or other citizens still somehow appeal this decision or influence the construction of this cemetery if they believe their rights are violated? Can a doctor be appointed as a patient's guardian?

I read that the court is considering appointing a guardian for a person with a mental disorder, and a situation arose where the head of the hospital department where the patient is currently located is intended to be appointed as the guardian. However, I heard that relatives should be given preference, and the patient himself was against it. Is it legal to appoint a medical professional from the hospital where the person is being treated as their official guardian if this person has close relatives? Who legally has the right to serve summons?

I'm a bit confused because everywhere it's written that summons are often served by TCCs nowadays, but according to deputies and the military ombudsman, this is not their responsibility at all, and by law, local administrations or law enforcement should be doing it.
