Compensation for moral damages due to war

I read that courts in Ukraine are starting to award compensation for moral damages due to the loss of a habitual way of life and suffering from the war. But even if a court makes a decision on compensation, how can one actually receive this money if the aggressor state does not recognize the decision of the Ukrainian court and pays nothing? Do I have a chance to actually receive such funds, or will it remain only on paper?

Compensation for moral damage from actions of police or court

I read that the Verkhovna Rada proposes a new term for calculating compensation for moral damage caused by illegal actions of the police, prosecutor's office, or court. If I or one of my relatives suddenly finds ourselves in such a situation, how should one correctly determine from what moment this term begins to be calculated so as not to lose the right to compensation? And are these innovations already in force, or are they still being considered?
