Compensation for moral damages due to war

I read that courts in Ukraine are starting to award compensation for moral damages due to the loss of a habitual way of life and suffering from the war. But even if a court makes a decision on compensation, how can one actually receive this money if the aggressor state does not recognize the decision of the Ukrainian court and pays nothing? Do I have a chance to actually receive such funds, or will it remain only on paper?

I read that the Verkhovna Rada proposes a new term for calculating compensation for moral damage caused by illegal actions of the police, prosecutor's office, or court.
