Can a regulator from another country influence freedom of speech on the Internet?

If a foreign regulator requires American internet platforms to comply with its laws on freedom of speech, can this be considered interference in the internal affairs of the United States? I believe that such influence may violate the rights of American citizens to freedom of speech. Should the Ukrainian regulator take measures to protect the rights of Ukrainian internet users in such cases?
