If a citizen of Ukraine was detained in another country on the basis of a European arrest warrant issued by a court of another state, can he be extradited to that state for criminal prosecution?

If I was convicted abroad and I am currently in Ukraine, can local courts change the terms of my sentence without the consent of the sentencing country?
